EN 71 Technical Reports: Warnings and Interpretations

The technical reports associated with EN 71 help readers interpret particular toy-safety provisions and prepare warnings. They should be used with the relevant standards and legal requirements; they do not replace either.

What the listed reports actually cover

The Genorma package inventory identifies three main report topics:

  • CEN/TR 15071: national-language translations of warnings and instructions used in the EN 71 series. It is not a general safety-assessment method.
  • CEN/TR 15371-1: replies to interpretation requests concerning EN 71-1, EN 71-2, EN 71-8 and EN 71-14.
  • CEN/TR 15371-2: replies concerning the chemical standards in the EN 71 series.

The listing also includes a correction associated with CEN/TR 15071. Check the national publication reference and edition carefully. CEN/TR 16792 is not shown in this collection's inventory and should not be assumed to be included.

How to use an interpretation

  1. Record the exact clause and edition that prompted the question.
  2. Check whether the report addresses the same product situation and the same standard version.
  3. Discuss unresolved interpretation questions with the test laboratory before commissioning tests.
  4. Retain the rationale with the product's assessment records.

A translated warning is also not a substitute for choosing the correct warning, age grading and instructions for the actual toy.

Keep guidance separate from conformity evidence

The European Commission's toy-market guidance describes the manufacturer's safety assessment and conformity-assessment responsibilities. Buying a technical-report collection does not certify a toy or guarantee faster market access.
