e-Competence Framework: EN 16234 and Practical Role Mapping

The European e-Competence Framework, or e-CF, provides a common language for professional ICT competences. It can help an organisation describe what a role requires and compare that requirement with evidence of a person's capabilities.

Understand the documents

The Genorma e-competence collection lists a national adoption of EN 16234-1 and supporting reports covering the user guide, methodology and case studies. The framework identifies 41 ICT competences. A national publication date can differ from the underlying European edition, so compare the full designation when choosing documents.

The e-CF is a framework for ICT professionals. It should not be presented as a universal digital-literacy course or as a personal certification obtained by purchasing the documents.

A practical mapping exercise

  1. Start with work outcomes. Describe what the role must deliver, such as operating a service, developing a system or managing a project.
  2. Select relevant competences. Avoid adding every competence to every job description.
  3. Set appropriate proficiency expectations. Relate them to responsibility and work context, rather than job title alone.
  4. Collect evidence. Discuss completed work, observed performance and learning needs.
  5. Agree a development plan. Choose training or work experience and a date to review progress.

For example, a team recruiting for an ICT role can use the framework to make its requirements clearer, then assess candidates with role-relevant evidence. A list of course certificates alone may not demonstrate the required work capability.

Keep the assessment transparent and suitable for the role. A shared vocabulary improves the discussion; it does not automatically validate an employment decision. The e-CF user-guide description explains the supporting document's purpose.

What Does prEN Mean? Draft Standards and Placeholder References

prEN means draft European Standard. It identifies a document under development, rather than a published EN. CEN and CENELEC distinguish draft standards (prENs) from European Standards (ENs) . Does “prEN 50XXX” identify a particular standard?
